AMAA is committed to keeping you informed about critical NYC building compliance updates. The DOB has issued Buildings Bulletin 2025-003, which outlines new documentation and reporting standards for projects selected for audit—specifically related to TR8 Progress Inspections and energy code compliance.
What to know about TR8 Progress Inspections
New Submission Milestones
For projects that come under audit, Progress Inspection Reports may need to be submitted at three specific phases of construction:
- Before enclosure of the thermal envelope (e.g., EIFS, cladding, brick veneer).
- After rough-in and sealing, but prior to installing interior finishes.
- Upon completion of mechanical and lighting systems, before painting and final finishes.
Required Documentation
Each inspection report should include:
- Date, time, and type of inspection.
- Description of the observed assembly, system, or test.
- Specific drawing reference verified during inspection.
- Date-stamped photos of each inspected condition.
Submission Format
Reports must be emailed to TR8inspections@buildings.nyc.gov at the designated stages. These reports support final energy code compliance sign-off.
Stay Compliant
While not required for every project, missing or incomplete documentation during an audit may result in Stop Work Orders or other enforcement actions. AMAA can help ensure you're prepared—reach out today to stay ahead of compliance issues.
