Owners of parking structures in New York City are mandated by law to submit regular inspection reports to the Department of Buildings (DOB) regarding the condition of their buildings as of 2021. This requirement is essential for public safety, as it helps identify hazardous structural issues before a potential collapse occurs. The Periodic Inspection of Parking Structure (PIPS) requires the parking structure owner to be responsible for its proper inspection, repair, and maintenance.
This year, the DOB issued 2,263 Class 1 violations to parking structure owners throughout the city for not submitting their Initial Observation Reports, which were due on August 1, 2024. The DOB is committed to enforcing these regulations, and property owners who do not comply will face additional enforcement actions. A New York State licensed professional engineer (PE) must examine the parking structure. The PE must be certified as a Qualified Parking Structure Inspector (QPSI).

The designated inspection periods for parking structures are as follows:
- Manhattan Community Districts 1 through 7: January 1, 2022 - December 31, 2023 - Completed.
- Manhattan Community Districts 8 through 12 and Brooklyn Community Districts: January 1, 2024 - December 31, 2025
- Bronx, Queens, and Staten Island Community Districts: January 1, 2026 - December 31, 2027
